INTRODUCTION

DCIRS Community Care is committed to governance arrangements that support participant safety, quality service delivery, organisational accountability and continual improvement.

The Board of Governance Committee is supported by a number of governance committees that provide additional oversight, advice and assurance in specialised areas of responsibility. These committees assist the Board to consider information, identify emerging issues, monitor organisational performance and provide informed recommendations that support sound governance decision-making.

The committees do not manage the day-to-day operations of DCIRS Community Care. Operational responsibility remains with the Managing Director and management team. Instead, the committees provide focused governance oversight that helps strengthen accountability, organisational learning and long-term sustainability.

Together, these committees support DCIRS Community Care's commitment to participant-centred services, responsible governance and continual improvement.


WHY GOVERNANCE COMMITTEES MATTER

Good governance requires more than policies, procedures and compliance obligations. It requires organisations to actively review information, seek assurance, identify risks, learn from experience and continually improve the way they operate.

Governance committees allow greater attention to be given to specific areas that are important to participants, workers, communities and the organisation. They help ensure that governance oversight remains informed, balanced and responsive.

Through the work of the committees, the Board receives information and recommendations relating to participant safety, service quality, safeguarding, workforce capability, organisational culture, risk management, compliance and sustainability.

By supporting transparency, accountability and evidence-based decision-making, the committees help strengthen confidence in the systems and practices that underpin the delivery of services.


AUDIT & RISK COMMITTEE

Purpose

The Audit & Risk Committee supports governance oversight of organisational risk, compliance, assurance activities and organisational sustainability.

The Committee assists the Board by considering information relating to risk management, governance systems, internal controls, audit outcomes and organisational accountability. It helps identify emerging issues, monitor significant organisational risks and provide recommendations that support responsible decision-making.

The Committee operates in an advisory and assurance capacity and does not assume day-to-day operational responsibility.

The Committee provides oversight in relation to:

  • Internal and external audit outcomes.

PEOPLE & CULTURE COMMITTEE

Purpose

The People & Culture Committee supports governance oversight of workforce capability, workforce governance, organisational culture, workforce wellbeing and professional conduct.

The Committee recognises that participant outcomes are closely linked to the capability, values and wellbeing of the people delivering services. Its work helps support a workforce that is skilled, supported, accountable and aligned with the purpose and values of DCIRS Community Care.

The Committee operates at a governance level and does not become involved in individual employment matters, grievances or day-to-day workforce management.

The Committee provides oversight in relation to:

  • Workforce capability and development.

  • Recruitment, onboarding and workforce sustainability.

  • Learning and professional development.

  • Workforce wellbeing and support.

  • Organisational culture.

  • Workforce governance.

QUALITY & SAFEGUARDING COMMITTEE

Purpose

The Quality & Safeguarding Committee supports governance oversight of participant safety, safeguarding systems, service quality and continual improvement.

Participant rights, dignity, choice, wellbeing and voice remain central to the Committee's work. The Committee considers information relating to quality performance, safeguarding systems, participant feedback and organisational learning to help ensure that services remain safe, responsive and participant-focused.

The Committee does not manage incidents, complaints or service delivery directly. Instead, it provides governance oversight and assurance regarding the effectiveness of the systems that support participant safety and quality.

The Committee provides oversight in relation to:

  • Participant safety and wellbeing.

  • Safeguarding systems and practices.

  • Quality of supports.

  • Participant feedback.

  • Complaints and organisational learning.

  • Incident and quality trends.

WORKING TOGETHER Each governance committee has different responsibilities, but they are connected through a shared commitment to participant outcomes, organisational accountability and continual improvement.

The Audit & Risk Committee focuses on risk, assurance, compliance and sustainability. The People & Culture Committee focuses on workforce capability, culture and workforce-related governance matters. The Quality & Safeguarding Committee focuses on participant safety, quality, safeguarding and participant experience.

Together, the committees provide the Board of Governance with diverse perspectives and specialised oversight that support informed governance decision-making.

This coordinated approach helps strengthen governance maturity while ensuring that important organisational issues are considered from multiple perspectives.

PARTICIPANT VOICE AND CONTINUAL IMPROVEMENT DCIRS Community Care believes that effective governance should be informed by the experiences and perspectives of the people it supports.

Participant feedback, lived experience, quality information, organisational learning and workforce insights all contribute to the continual improvement of services.
